A country, such as Marshall Islands and Liberia, which has no infrastructure of local accountants or attorneys. It is simply in the business of registering ships and corporations. There are no other services offered and the tax haven clientele does not go there. The registration of new companies is carried out by representative offices in Zurich, New York, Tokyo, Hong Kong and Rotterdam.
